One is that the movement is and has remained secretive. These houses aren’t all over the place and in the middle of some empty plot of land. Many people live in these houses in the backyard of someone else. The other is bureaucracy. Most cities have laws that have a minimum size for a house, and this prevents these houses from becoming much more popular.
