Because the organizer’s estimate of the amount of people that would show up was totally off- they sold about 186,000 tickets before the weekend even started for $6, they only expected no more than 200,000 to actually show up.
But were they wrong… they failed to set up the ticket booths they had originally planned and the fence was easily and quickly torn down.

Double their estimate showed up and they just gave up and opened the festival for free.
The organizers spent nearly $3.1 million, only made back $1.8 million, and were only able to pay back the last of their debt in the 1980’s.
