47. Who Messed Up Here?

Now, it’s a bit hard to tell who exactly messed up their job in this scenario. Here we can see a sign for a phone that supposedly floats on water. But then in the tank below it, you see the very same phone, and it’s very clearly not floating at all. In fact, it’s sunk to the bottom (as most phones would). It’s unclear who exactly messed up in this situation.

Could it be the fault of the person who created the sign? Or maybe it was the person who manufactured the phone? Is the phone SUPPOSED to float or is this a feature that the sign person made up without knowing how it actually works? So many questions!
