The American government is unilaterally recognized as the strongest ruling body on the face of the earth, but for some reason, they have an incomprehensible difficulty explaining safety guidelines during a world pandemic. @Yamuva, the feeling is mutual.

It’s like when parents don’t know what to do with their 6 year old kid when he’s bored at home (from being quarantined for weeks, of course), and they’re just like “Here’s a ball, go play!”. The ball is just a distraction to keep little Tommy from realizing that they, too, are just kids that made a kid, and have no idea what to do with it.
